Aw, shucks! It was just a guess! 'Fourth of July' was introduced in 1999. It was an All-America selection. Since the proprietess didn't know the name, I assumed that she didn't plant it. The house is old but could the rose have survived renovations? If the rose has really been there for a very long time, this is the wrong ID.
There is a wonderful book (my copy is on loan to a friend)Thomas Christopher's In Search of Lost Roses. If you read that you will see that I don't know what I'm talking about!
